In recent years, Hulunbuir City in the Inner Mongolia Autonomous Region has leveraged its geographical proximity to Russia and Mongolia to actively integrate into the construction of the China-Mongolia-Russia Economic Corridor. With eight national-level ports as strategic pivots, the city has established an “axial corridor with bilateral wings” opening-up channel system. This framework enables the annual customs clearance of 50 million tons of cargo and 12.5 million passengers across its ports.

Facing challenges such as insufficient port coordination and weak enterprise competitiveness, Hulunbuir has established the Lugang International Group to drive the transformation of port economies. The Manzhouli Port has pioneered “zero-delay” customs clearance, achieving a 10.6% year-on-year increase in freight volume in the first quarter. The Arxashaat Port has restructured its customs clearance procedures, significantly enhancing efficiency, and the Ebu Duge Port has optimized energy transportation to support enterprises in “going global.” Improved connectivity has propelled a 10.9% growth in the city’s port freight volume and a 5.5% rise in passenger throughput in the first quarter.

To break through the bottlenecks of the “corridor economy,” Hulunbuir is promoting “port-plus-industrial park” synergy by constructing agricultural product processing bases, expanding the hub functions of the China-Europe Railway Express, and developing distinctive port functions. At the same time, the city is deepening cooperation with Russia and Mongolia, strengthening domestic regional collaboration, establishing five border resident mutual trade zones, forging 19 international sister-city relationships, and accelerating its integration into the domestic and international dual circulation strategy.
