SHENZHEN, China, July 17 — Longhua District in Shenzhen officially unveiled its newly upgraded “Longwu Huazhang” (Dragon Dances, Hua Chapter) talent policy series and launched a citywide campaign featuring 100 talent policy roadshow events. With top-tier services, innovative policies, and a sincere invitation to global professionals, Longhua is accelerating its transformation into a hub for talent development and a powerful magnet for talent across key industries.
At the launch event, Longhua introduced an upgraded “1+11+N” policy framework—referring to one core policy, eleven supporting measures, and multiple flexible implementation scenarios. The new system targets key industries and diverse talent groups, with significant enhancements in policy structure, service mechanisms, and talent cultivation strategies. The goal is to promote two-way alignment between talent development and industrial upgrading.

It builds a talent pyramid structure that is top-driven, middle-supported, and base-secured.
Deeper Industry-Talent IntegrationFocusing on strategic sectors such as artificial intelligence, the low-altitude economy, and integrated circuits, the district categorizes talent into S, A, B, and C tiers. Top-tier individuals are eligible for incentives of up to RMB 3 million, aiming to attract urgently needed, high-precision professionals.
Stronger Talent Cultivation InitiativesThe newly launched “Top 100 Youth Talent Training Plan” promotes university-industry joint training. Outstanding young professionals are encouraged to take leading roles. Eligible university graduates can receive settlement subsidies of up to RMB 100,000, with total support reaching RMB 850,000.
More Vibrant Innovation EcosystemPrograms such as the “Ten Thousand Homes for Dreams” and the “Ten-Thousand-Square Innovation Space” initiative provide up to two years of rent-free space and up to RMB 15 million in entrepreneurial support. In collaboration with the Shenzhen Institute of the University of Electronic Science and Technology of China and major companies like Huawei, ZTE, and Inovance, Longhua is building a top-tier engineering training system to tackle key technology bottlenecks.
More Flexible Talent MechanismsLonghua is piloting mechanisms including top expert recommendation, direct recognition of high-level talent, recommendation by competent authorities and industry associations, autonomous recognition systems, and pre-evaluation procedures. A refined evaluation system and the “Excellence in Talent Recruitment Award” further strengthen implementation.

At the event, Longhua also appointed its first group of “Talent Ambassadors” and inaugurated new “Talent Service Stations” across the district, further enhancing its comprehensive talent service network and establishing a systematic, precise, and sustainable support model.
