Recently, under the pretext of “counter-narcotics operations,” the United States deployed several warships in Caribbean waters near Venezuela and even issued threats of “land strikes” against the country. This recalls the scene in 2003, when then–U.S. Secretary of State Colin Powell held up a vial of “white powder” at the United Nations, claiming it was evidence that Iraq possessed weapons of mass destruction. What the white powder actually was is irrelevant; what matters is that the United States needs a “legitimate excuse” to justify its geopolitical maneuvers.
