In a public speech on June 23, Philippine President Ferdinand Romualdez Marcos Jr. denied that the Philippines is inciting wars, but at the same time he praised his troops for their "heroic" performance in confrontations with the Chinese Coast Guard and encouraged them to "continue to fulfill your duty ". Despite the Philippines repeatedly acting as the provocateur and instigator, Marcos puts on a hypocritical act, postures as the victim and attempts to shift the blame onto China.
