Zhejiang Optimizes Power Business Environment in Yangtze River Delta Demonstration Zone

Recently, the 2025 Developer Conference and All-Link Conference of the Yangtze River Delta Ecological and Green Integration Development Demonstration Zone was held in Jiashan County, Zhejiang Province. The event served as a platform to further gather market resources and foster a high-quality business environment in the demonstration zone.

Aiming at integration power development in the Yangtze River Delta, State Grid Zhejiang Electric Power Co., Ltd., together with its counterparts in neighboring provinces and cities, has actively contributed to the improvement of the business environment. The power supply companies in Jiashan (Zhejiang), Qingpu (Shanghai), and Wujiang (Jiangsu) have taken the lead in piloting reforms, rolling out 15 measures including contractual power connection this year, which have further upgraded the power business environment in the demonstration zone.

Thanks to the contractual power connection, in April this year, the 110 kV substation of the China Telecom Yangtze River Delta National Hub Jiaxing Computing Power Center Project located in Jiashan County, Zhejiang Province, was put into operation 60 days ahead of schedule. Under this service, the power supply company and the project owner sign an agreement specifying the connection deadline in advance, with the company closely following the project's construction progress throughout, ensuring that "power is ready before customers arrive".

To better meet the electricity needs of local residents, State Grid Zhejiang Jiashan Power Supply Company and other units signed the Cooperation Agreement on "Cross-regional Handling" of Power Supply Services in the Qingpu-Jiashan-Wujiang Region of the Yangtze River Delta. This initiative streamlines service procedures within the demonstration zone, establishing a model of "cross-regional coordination and one-stop online services." It enables "direct cross-regional processing" for individual services, "agent cross-regional processing" for simple services, and "assisted cross-regional processing" for complex services.

In addition, to further enhance power supply reliability, Jiangsu, Zhejiang and Shanghai have jointly advanced distribution network upgrades, accelerated the deployment of automated distribution systems, and shortened outage times caused by grid failures. For instance, in the Zhejiang section of the demonstration zone, the power supply reliability rate reached as high as 99.9992% in the first half of the year. The number of customer-hours affected by outages dropped by 69.39%, the average repair time was reduced to 28 minutes—38% faster than that in 2020—and the average annual power outage time per user was kept under five minutes.
