Five Certificates in Three Hours—Tonglu, Hangzhou Initiates Fast Approval Mode of 'Kicking off Construction upon Obtaining Land-use Rights'

I never expect that it only takes three hours from signing the contract of transferring land-use rights to kicking off construction," said Pan Jun in excitement, the project manager of Yongjun Intelligent Equipment Co., Ltd. (Yongjun) in Tonglu County, Hangzhou City, with "five certificates" in his hand.

On July 28, Yongjun obtained in just three hours the five certificates, namely the information record form, planning permit on land for construction use, real estate ownership certificate, building permit, and construction permit, for its intelligent equipment project in Fenshui Town, Tonglu County, making itself able to begin construction legally in a short period of time, and its project becomes the first in Tonglu County to obtain "five certificates at one time" and to "kick off construction upon obtaining land-use rights".

Good news keeps pouring in! The power battery project in economic development zone, a major industrial project signed on the same day, was also entitled to "kick off construction upon obtaining land-use rights". It is reported that the contract of transferring land-use rights for the project was signed in the afternoon of July 27, and the review of construction drawings and "one-time issuance of five certificates" were completed within 24 hours. It took less than one day for the construction drawings of the project to get pre-reviewed, which is the fastest in Tonglu County so far.

An Enterprise in Tonglu County Obtains Five Certificates

Tonglu County thoroughly implements the reform of "standard land + commitment system": during the announcement of land-use rights transfer, a project plan may be open for public review before approval, the design of construction drawings be started, and competent departments carry out mock review in advance; and five certificates will be granted at one time when construction drawings are reviewed after the land-use rights are obtained and relevant fees are paid, according to a relevant official of the Tonglu County Investment Project One-stop Center.
