Liaoning will look to shore up its already formidable cultural brand as the eastern starting point of the Great Wall by further integrating resources of cultural heritage with natural conditions in the province and the Liaoning section of Great Wall-themed national scenic routes.

Also receiving attention as part of the drive are local archaeological sites and museums, which stand to benefit from improved conservation and increased utilization of cultural relics – all part of systematic efforts to refocus the protection of intangible cultural heritage. One such project has the province tracing the origins of Chinese civilization within the greater Archaeology China Project. Not to be left behind is Hongshan Culture, which will receive particular attention in the coordination of two projects, the Liangzhu South Culture Project and the Hongshan North Culture Project, which seek to trace the origins of Chinese civilization while exploring the extent of the Hongshan Culture's influence.

Apart from that, Liaoning Province will also be turning the spotlight onto six key focal points of revolutionary culture: the origin of the War of the Chinese People's Resistance Against Japanese Aggression, the turning point in the War of Liberation, the creation of the Chinese national anthem, the start of the War to Resist US Aggression and Aid Korea, the foundation of Chinese industry, and the Spirit of Lei Feng. Systematic efforts will include the general survey, grading, classification, and batch-based enhancement for the overall protection of red tourism resources. Finally, plans are in the works to improve red tourism product lines and facilitate the industrialization of the sector.
