Zhejiang Launches Special Campaign to Enhance Power Supply Services and Safeguard Livelihood Electricity

State Grid Zhejiang Electric Power Co., Ltd has fully launched a special rectification campaign for power supply services. It has implemented targeted measures in key areas such as distribution network operation and maintenance, smart grid construction, and command system optimization, aiming to further enhance the electricity consumption experience for a wide range of users.

To build an intelligent operation and maintenance system for the distribution network, the company has adopted a “grid-based + digital-intelligent” management model. It has established a three-dimensional operation and maintenance system combining UAV inspection, infrared temperature measurement, and digital-intelligent archiving. For example, in Wucheng District, Jinhua, 123 medium-voltage lines have been digitally archived. Three-dimensional modeling and health assessments have been carried out for each utility pole and tower, and new devices such as quantum switches have been deployed to enable real-time sensing of line status. This standardized approach has significantly improved equipment health throughout Zhejiang and reduced power outage risks at the source.

The 110-kilovolt Xiaoxi Smart Substation in Jinhua has been put into operation, reducing fault isolation response time from minutes to seconds

To optimize and upgrade the power grid structure, State Grid Zhejiang Electric Power has prioritized the intelligent transformation of substations, deployment of quantum switch clusters, and standardized construction of low-voltage distribution areas, aiming to create a “fault self-healing” distribution network. In Linjiang Industrial Park in Wucheng District, the company completed and commissioned the Xiaoxi Smart Substation along with six 10-kilovolt lines, significantly improving fault response times. Through a project to expand capacity and add distribution points, the company has newly built and renovated 21.41 kilometers of low-voltage lines in the area, strengthening the safety of the low-voltage distribution network and providing residents with a more stable and high-quality power supply.

Regarding the digital-intelligent transformation of its emergency command system, the company is enhancing its power supply command center and refining an integrated emergency repair command system that unifies main and distribution grid operations. With the support of a dispatching technology system integrating both grids, the company is accelerating digital transformation in dispatching operations. It has also developed innovative features such as intelligent fault diagnostics and automatic generation of power transfer supply schemes. By leveraging science and technology, the company is boosting the efficiency of dispatch and command operations, delivering smarter power supply services.
