Unlocking Underground Charging Potential, Building a New Ecosystem for Green Mobility

Recently, Yuanzhou District Power Supply Company has taken the "Three Batches" special campaign for optimizing the electricity-related business environment as its key initiative. Focusing on the pain points of "difficult connection and slow implementation" in the construction of electric vehicle charging facilities in residential communities, the company has adopted a systematic approach of "strengthening supporting facilities in new communities, optimizing services in existing communities, and improving efficiency across the whole process". It has built a full-chain service system covering from source planning to on-the-ground implementation, effectively removing bottlenecks for charging facilities to enter residential communities and providing solid support for residents' green mobility. Meanwhile, centering on underground parking lot charging demand in residential areas, the company has refined services across the board to effectively solve charging difficulties.

First, advance planning and coordination have laid a solid foundation for charging facility construction in underground parking lots. The company has proactively coordinated with housing, urban-rural development and planning authorities to promote the implementation of the requirement in new residential communities that "30% of parking spaces be ready-to-use upon delivery and 70% be reserved with installation capacity". Charging facilities have been incorporated into construction drawing reviews and completion acceptance procedures. Upon submission of online applications, the company takes the initiative to connect with developers for drawing review, ensuring synchronous design, construction and completion with the main building.

For underground parking lots in existing communities, the company has carried out joint on-site pre-surveys with property management companies and formulated customized renovation plans on a "one parking lot, one strategy" basis. For eligible parking lots, centralized meter boxes are installed following the principle of "one application, service for an entire area" and "nearby connection", saving an average of 1,158 yuan per household. For parking lots with insufficient power capacity, potential is unlocked through capacity expansion and off-peak charging.

Second, streamlined connection services have smoothed the access process for underground parking lot chargers. The company has enabled "online application and zero offline errands" via the State Grid Online App. It has also established a dual-service grid of "transformer area manager plus grid commissioner" to provide one-on-one dedicated support, including on-site survey, design and coordination.

An innovative "one certificate per parking lot" mechanism has been introduced, under which property management companies in 11 communities have issued unified construction approval certificates covering all parking spaces in their underground lots. These certificates are valid long-term and cover a total of 4,389 underground parking spaces.

Third, an optimized operation and maintenance model ensures reliable operation of underground parking lot chargers. The company has rolled out an innovative "grid-based stationing plus coordinated response" O&M model, incorporating underground parking lot chargers into the grid responsibility list of transformer area managers to achieve "multi-skilled personnel and nearby response".

Dedicated staff have joined online community property groups, allowing residents to report faults in real time. O&M personnel respond within five minutes and arrive on site within 30 minutes. A "regular inspection plus proactive early warning" service has been implemented, with monthly safety inspections of underground parking lot chargers. Through manual monitoring and real-time data collection from charging terminals, early warning alerts are issued for risks such as overload and electrical leakage, with 23 potential hazards addressed in advance. The company has also joined hands with property management to launch "Safe Charging Campaigns in Parking Lots", disseminating safety knowledge through on-site demonstrations and brochures.

Since 2025, the company has completed charging facility construction in underground parking lots of 3 new residential communities and 31 existing ones, adding 1,363 charging points and easing capital pressure on new communities by approximately 3.07 million yuan. The connection period from application to power access has been shortened to 3.83 working days, a 47% reduction compared with the traditional model. In total, the company has resolved 37 issues including construction obstructions for 347 households, addressed 23 equipment hazards in advance, and reached more than 1,468 residents through safety promotion.

Through full-chain service optimization, the company has not only effectively met residents' underground parking lot charging demand but also stimulated willingness for green mobility with targeted services. It has built a convenient, safe and efficient underground charging network in Yuanzhou District, presenting a vivid picture of the city's green and low-carbon transition.
