Fuxin, Liaoning: Green Power Revitalizes Industrial Heritage

In Huangjiagou Village, Fuxin City, Liaoning Province, the relocation of factories once left behind idle buildings and barren waste dumps, leaving local industrial development in a difficult situation. Today, the village has undergone a stunning transformation: the former industrial site has been reborn as a national 4A-level scenic area and a national key village for rural tourism. It now serves as a year-round cultural tourism destination, offering "blossom viewing in spring, water sports in summer, fruit picking in autumn, and skiing in winter."

Aligned with the vision of building a "Beautiful China," State Grid Fuxin Xihe District Power Supply Company has collaborated with multiple local departments. Through a reliable power grid, green energy initiatives, and improved public services, it has helped revitalize industrial heritage and foster low-carbon development, charting a viable path for rural revitalization in former industrial bases.

The power supply company proactively aligned with local tourism development plans, crafting specialized solutions for green tourism. It reserved additional capacity for diverse attractions—such as ski resorts, water parks, and fruit-picking experiences—while upgrading distribution networks and installing intelligent grid monitoring systems. A "fast-track" service was introduced to streamline electricity application and installation for tourism projects. Furthermore, a dynamic power supply mechanism was established to meet shifting demands between peak and off-peak seasons, ensuring the safe and reliable use of electricity for the cultural tourism industry.

The village has fully tapped into its abandoned waste dumps and the rooftops of idle factories for renewable energy. By simplifying grid-connection processes for distributed photovoltaics and providing end-to-end support—including site surveys, application assistance, and grid connection—the power supply company has promoted the local generation and consumption of clean energy. Leveraging a smart energy management platform, the system allows for the intelligent dispatch of solar power, energy storage, and electricity loads across the scenic area. Transforming once-desolate industrial land into green assets has not only reduced carbon emissions from the cultural tourism industry but also generated stable income for the village collective.

The scenic area has fully promoted solar-powered lighting, all-electric kitchens, and electric heating systems. By phasing out coal- and oil-fired equipment, the site has achieved full electrification of its snowmaking, recreational activities, and lighting, while also installing EV charging facilities.

Today, tourist numbers in Huangjiagou continue to rise, while the incomes of local villagers steadily increase. Moving forward, the local power supply company will continue to deepen rural electrification, providing a practical example of rural revitalization under the "Beautiful China" initiative.
