The Xianyang Hi-tech Industrial Development Zone has recently released its development plan and vision for the 15th Five-Year Plan period, setting a new direction for high-quality development.
During the 14th Five-Year Plan period, the zone experienced a major industrial leap, with its number of high-tech enterprises surging from fewer than 50 to 220. Caihong Display Devices Co., Ltd. launched its G8.5+ substrate glass production line, stepping onto the global stage to compete directly with American and Japanese industry giants. Shaanxi Kelong New Materials Technology Co., Ltd. became the first Xianyang-based enterprise listed on the Beijing Stock Exchange. Additionally, Northwest Rubber & Plastics Research and Design Institute Co., Ltd. became the city's sole enterprise included in the list of demonstration enterprises under an initiative to develop world-class specialized, sophisticated, distinctive, and innovative businesses, supplying critical components for landmark projects such as China's homegrown C919 jetliner and the "Jiaolong" deep-sea research submersible. The zone also made major strides in its business climate, with six reform initiatives recognized as national best practices and the zone named a Shaanxi Provincial Business Environment Innovation Demonstration Zone in consecutive years.
Looking ahead to the 15th Five-Year Plan period, the Xianyang Hi-tech Industrial Development Zone has outlined a targeted industrial roadmap. At its core, the zone plans to cement next-generation displays as its flagship industry, drawing on two leading companies in substrate glass and display panels, Caihong Display Devices Co., Ltd. and Xianyang Caihong Optoelectronics Technology Co., Ltd., to build the "Western Display Valley". In parallel, it aims to scale three pillar industries—pharmaceuticals and medical devices, new synthetic materials, and high-end equipment manufacturing—while modernizing two traditional strengths, green food and textiles and apparel, toward high-end, intelligent production. The blueprint also proactively targets five emerging frontier sectors: artificial intelligence, hydrogen energy, optoelectronics, biomanufacturing, and commercial spaceflight.
Looking to the 15th Five-Year Plan period, the Xianyang Hi-tech Industrial Development Zone remains committed to innovation-driven development and greater openness. It will continue to strengthen its collaborative innovation system linking industry, academia, and research institutes, improve urban infrastructure and supporting services, and pool global innovation resources. Partners from home and abroad are cordially invited to share in these development opportunities and co-create the next chapter of industrial development.
