Baqiao District of Xi'an accelerates urban and rural development through reform

Due to its great efforts since China ushered in reform and opening up 40 years ago, Baqiao District of Xi’an City has made remarkable achievements in terms of innovative development. Such accomplishments are highlighted in the event themed “Power Century and Creative Baqiao  – Media Reports by Local and State Media in Commemoration of the 40th Anniversary of China’s Reform and Opening up ”, an event with the participation of Shaanxi Channel of CRI Online.

Baqiao District has improved the efficiency of administrative examination and approval services by launching reform featuring “four checklists and one network” and “no more than one visit”. It has issued a To-do list of 635 items for its “no more than one visit” promise. As a result, it has achieved “one seal for various examination and approval” by incorporating the 153 administrative examination and approval functions previously undertaken by 21 departments such as its Development and Reform Commission and Economic and Trade Bureau into its Administrative Approval Service Bureau.

Baqiao District, after renovating its textile mill district, introduced various new industries such as cultural and creative industry and IT. It has been focusing on developing a creative platform for building an urban cultural and creative district integrating cultural, leisure and tourism services. Such efforts help it create more job opportunities by stimulating consumption by tourists.

During the past 40 years after China implemented its policy of reform and opening up, Baqiao District has witnessed gradual economic development in rural area. It has achieved sustainable progress in its agricultural supply-side structural reform for the sake of improving environment, function coverage and economic benefit by developing ecological, integrated and high-end sectors. It has developed a new model integrating leisure tourism, agricultural experience, farmhouse reception and is making new breakthrough in revitalizing rural areas by further improving public service and formulating policies in support of such initiatives.
