On August 5, after receiving an early warning message on his mobile phone that read, “Suspected indoor charging of an electric moped at Room 302, Building 12, Jinshan Community. Please check immediately!”, Xie Le, a post-1995 community manager from State Grid Zhejiang Electric Power, quickly contacted community grid staff and rushed to the scene. They discovered an electric moped being charged in the corridor of a rental apartment using an extension cord. After contacting the user and stopping the unsafe behavior, the community manager informed the resident of safe electricity practices and posted related safety reminders in the building corridor.

Focusing on the issue of electricity safety in communities, State Grid Zhejiang Electric Power has rolled out a community manager service system. This system has established a team of young community managers to serve urban, rural, and industrial communities, supported by 12 digital products such as “electric bicycle indoor charging detection” and “cloud care for elderly living alone.” These services embed electricity supply functions more deeply into grassroots governance.

The community manager service system not only safeguards fire safety but also extends support to special groups such as elderly people living alone. Since the launch of the “cloud care for elderly living alone” platform, smart meters have been used to monitor household electricity load data. If abnormal surges in power usage or prolonged periods of no electricity are detected, the system automatically triggers an alert. In such cases, community managers like Lin Jiyuan from State Grid Zhejiang Electric Power make home visits to check on residents and address potential safety risks in time.

Since its pilot operation in Cixi, Zhejiang, over the past six months, the system has accurately detected and issued warnings for more than 370 cases of illegal indoor charging. The efficiency of on-site inspections has improved by 80%, while cooperation with communities, property management, and fire departments has helped eliminate 423 hidden hazards, raising the rectification rate from 62% to 95%. Meanwhile, remote monitoring coverage for elderly people living alone has surpassed 85%, ensuring uninterrupted electricity safety and daily protection for high-risk groups.
