To implement national decisions and arrangements on optimizing the business environment, State Grid Guyuan Power Supply Company has focused on the construction needs of key government priority investment projects scheduled for 2026. Guided by the service philosophy of “power to wait for development, not development to wait for power,” the company has innovatively built a full-lifecycle power service system covering the entire project lifecycle. By moving services forward, strengthening mechanism innovation, and improving service quality and efficiency, it is making every effort to ensure that key projects can be put into operation immediately upon completion, injecting strong momentum into the region’s high-quality economic and social development.
At the investment attraction and site selection stage, State Grid Guyuan Power Supply Company proactively aligns with local development plans by establishing a dedicated power service task force for investment promotion. It conducts advance and precise analyses of regional substation load capacity, providing enterprises with power grid capacity assessment reports and electricity price trend analysis services, thereby mitigating investment risks associated with weak grid areas at the source. In response to project-specific power demands, the company has introduced an innovative “power waiting for enterprises” service model, tailoring special power supply guarantee schemes, such as dual power supply solutions, at the negotiation stage to ensure that power supply planning is accurately aligned with project development plans.
During the project preparation and construction stage, the company enhances service certainty through legal and standardized measures by implementing the Predictable Power Connection Service Agreement. The time limits for seven key milestones in the power connection process are formalized in legal documents, clearly defining the responsibilities of all parties. In parallel, supporting grid projects are advanced proactively to achieve synchronized completion with zero time lag between power infrastructure and project construction. In addition, the company has introduced an integrated “temporary-to-permanent power supply” construction approach, under which temporary construction power facilities are planned and built to permanent-use standards. This avoids resource waste caused by repeated investment, shortens construction timelines, ensures seamless power transition after project commissioning, and effectively reduces construction costs for enterprises.
At the acceptance and power connection stage, the company implements a dual-track responsibility system combining “project manager + customer manager,” streamlines approval procedures, and shortens power connection processing time. A Power Supply+ comprehensive service team has been established to integrate power-related service resources and provide full-process agency services, enabling enterprises to complete power-related procedures without leaving the industrial park and making services more convenient and efficient.
After projects enter operation, the service chain is further extended to energy efficiency improvement. State Grid Guyuan Power Supply Company regularly conducts power consumption “health checks” and supports enterprises in reducing electricity costs through targeted measures such as peak–valley production optimization and energy-saving technological upgrades.
From investment attraction and site selection to project operation, the full-lifecycle power service system built by State Grid Guyuan Power Supply Company marks a strategic shift in power supply services from passive response to proactive empowerment. It not only demonstrates the responsibility of a central state-owned enterprise in supporting local development, but also provides solid backing for optimizing the regional business environment. Going forward, the company will continue to deepen service innovation, strengthen strengthen power grid support capabilities and deliver more efficient, greener, and more reliable power services to support the successful delivery of key projects and enhance regional industrial competitiveness, contributing further to high-quality development.
