Chongqing Changshou Economic and Technological Development Zone is an important advanced materials industrial cluster in western China, and a 100-billion-yuan industrial hub is rapidly taking shape. In recent years, State Grid Chongqing Changshou Power Supply Company has developed an innovative “Three-All” power service system based on the core needs of industrial development: all-round support for a reliable and safe power supply to enterprises, support throughout the electricity connection process to ensure efficiency and safety, and support across all aspects of electricity use to ensure safety and peace of mind. Focusing on “power ready in advance, uninterrupted supply, and greener electricity,” the company has extended its services beyond customer service counters to cover every stage from project approval through construction to the start of production.

Given the large-scale investment, urgent electricity demand, and numerous safety reviews involved in advanced materials industrial projects, State Grid Chongqing Changshou Power Supply Company has extended its services to earlier project stages and established a mechanism to track and serve major projects throughout their life cycle, “from project approval to the start of production,” ensuring that “power is ready ahead of development” while maintaining production safety. At the same time, it has refined the “tripartite contract” power connection model to resolve difficulties in obtaining electricity connection approvals through coordination between the government and enterprises, in compliance with laws and regulations.

Some advanced materials industries involve high-temperature, high-pressure, and high-risk production processes. Power interruptions can not only cause economic losses but also pose risks to production safety. Focusing on the reliability of power supply and use throughout the park, State Grid Chongqing Changshou Power Supply Company has continued to strengthen power grid infrastructure. To date, it has provided 47 key enterprises with power under the “first-station power supply” model and converted more than 90% of the park’s core power supply lines to underground cables.
