Jungar Banner, Inner Mongolia: Adhering to Benefiting People and Creating a Beautiful and Livable City by Improving Civility

Jungar Banner is located in eastern Ordos City in the southwest of the Inner Mongolia Autonomous Region, at the junction of Shanxi, Shaanxi and Inner Mongolia. There are unique natural and cultural landscapes featuring Chinese Red Pine and the Agui Temple Sub-Primitive Forests. Moreover, the folk art called "Mankhnii Ay" (namely, Inner Mongolia-Han Melody) has been identified as a national-level intangible cultural heritage item. In 2017, Jungar Banner was included into the Fifth List of National Civilized Counties. In 2022, Jungar Banner won the honorary title of National Civilized City in a row.

Adhering to building a civilized city as the largest livelihood project, Jungar Banner focuses on the three major aspects: practicing the concept of civility, building a civilized city, and cultivating civility, with the starting point and goal of solving urgent, difficult and anxious issues weighing on the people. It will facilitate the project of "building a beautiful and livable city", and make Jungar a first-class modern quality city in western China.

Adhering to Ideological Guidance and Focusing on Major Tasks

With the Theoretical Study Center of the Banner Committee as the leading force, Jungar Banner adopts the "three meetings and one lesson", concentrated learning, seminar training and other forms to educate and guide officials and the people through news publicity, special lectures, exhibitions and other online and offline approaches, so that they can deeply understand the decisive significance of Two Establishments and resolutely achieve Two Upholds.

Adhering to Improvement and Management of the City

Jungar Banner will earn itself a recognizable name by building a beautiful and livable city. It focuses on the renewal and reconstruction project of old urban areas, and implements the "four major improvement projects" including municipal facilities, landscape greening, public services, and commercial supporting facilities. Jungar Banner plans to take three years to renovate 115 old estates totaling 3,380,000 square meters to improve the living environment.

Adhering to Unchanged Mechanisms throughout All Administrations

Since the official proposal to create a national civilized county in 2009, Jungar Banner has always followed the principle of "creating a national civilized county to benefit the people", and successive Party Committees and governments have done so. By establishing a leading group, Jungar Banner has held banner standing committee meetings and special scheduling promotion meetings successively, so that a working and meeting approach to creating a civilized city was implemented. Aiming at the crux of the project, Jungar Banner organized and convened more than 10 relevant special meetings to study and promote work, implemented the accountability system of street (road) and lane heads as well as that of estate building heads, carried out the working mechanism of responsibilities shouldered by respective departments, and launched theme activities, so as to build a supervisory mechanism featuring participation of multiple parties and efficiency.

The work of creating a national civilized county cannot be done overnight. Thus, in the next step, Jungar Banner will follow the new requirements and changes in the creation of a civilized county, enhance the sense of responsibility and urgency, and take initiative in working for the people, to improve the efficiency and quality of creating a civilized city, seek requirements and advice of the people, help primary-level communities solve practical issues, and further promote the high-quality development of cultural and ideological progress across the banner.
