In his speech, Lu Guangwen, chief of the Beilin District Government, gave a briefing about the culture, economy as well as scientific and educational undertakings of his district.
Covering an area of 23.37 square kilometers, the district is named after the famous Stele Forest, or Beilin in pinyin, which dates back to the Song Dynasty. It's the smallest yet most densely populated district in northwest China.

The Stele Forest is hailed as a treasure house of calligraphy that records historic changes, while ancient academies and temples in the district reflect the glories in the heyday of Chang'an City. With multiple cultural attractions, the district has been designated many times as the venue for municipal, provincial and national festival celebrations and diplomatic events, gaining a reputation as "the parlor of Xi'an".

Situated in downtown Xi'an, Beilin District has great potential for economic development. Currently, there are 113 business buildings in the district, accommodating over 8,600 enterprises. Four business buildings pay over 100 million yuan of taxes annually. The district also has 15 star-rated hotels, 230 travel agencies, 16 special streets and over 300 financial institutions.

It's also home to 17 universities and 131 research institutes, making it one of the districts across China that boasts the highest density of talented personnel and the highest research output.
