In recent years, Jinan has strengthened its advantage in attracting talent. From 2021 to 2025, an average of 111,000 college graduates came to and stayed in the city for development each year. The city's total talent pool has reached 3.1 million. Its permanent resident population increased by 374,000 over the five-year period, with a net growth of 101,000 in 2025, making the city brimming with youthful vitality.
The local talent pool is highly compatible with industrial development. Universities based in Jinan have launched over 350 new majors, 80% of which focus on the real economy and emerging industries. Jinan’s electronic information, high-end software, artificial intelligence, and integrated circuits four major industries last year achieved a total revenue of 434.5 billion yuan, a year-on-year increase of 27.3%, creating over 6,700 new positions; additionally, the traditionally strong financial sector hired approximately 3,000 graduates last year.
Over the past five years, a total of 350 million yuan has been invested in employment support funds and 201 talent recruitment fairs have been held in Jinan. The city has also offered graduates targeted assistance in skills training, social security, and hardship relief, while subsidies and special loans have been rolled out to encourage enterprises to expand their workforce.
In addition, Jinan keeps improving its supporting services for housing, transportation, marriage, and childbearing. Tens of thousands of affordable housing units have been made available for young talent, along with three years of free public transportation, and monthly special subsidies for families with multiple children. All these measures help young talent settle down in Jinan and pursue development with peace of mind.
