Wenzhou, Zhejiang: Newly Commissioned Substation to Foster Regional Development

On June 25, with the successful completion of impulse tests on two main transformers at the 220kV Hengyang Substation, the 220kV Hengyang Substation was officially put into operation. As the first key 220kV transmission and transformation project completed and put into operation during the "15th Five-Year Plan" period by the Wenzhou Power Supply Company of the State Grid Zhejiang Electric Power Co., Ltd. (herein after referred to as the Wenzhou Power Supply Company or the company), it further improves the 220kV main grid structure in the Cangnan area, marking a solid step forward in the company's grid construction during the "15th Five-Year Plan" period.

In recent years, with the in-depth implementation of the urban expansion strategy and industrial platform construction in Cangnan County, the momentum of regional economic development has been continuously released, and the electricity load has maintained a rapid growth trend. In particular, the accelerating construction of the new urban area and the Cangnan Economic Development Zone has placed higher demands on the power grid's power supply capacity and reliability. Constrained by the existing grid structure, some substations in Lingxi and surrounding areas have long faced high power supply pressure and rapid load growth, leading to a more urgent need for power grid construction.

To ensure the high-quality completion and commissioning of the project, all participating parties adhered to the principle of "simultaneous advancement of construction and production" during the project construction period. Sticking to safety, quality, and schedule as three major goals, they continuously optimized construction organization, scientifically allocated resources, and rationally arranged work sequence connections to efficiently advance the project. Faced with challenges such as tight deadlines, heavy workloads, and high standards, the State Grid Wenzhou Power Supply Company proactively intervened in key aspects and important nodes such as production preparation, equipment arrival, and infrastructure installation. They effectively managed on-site construction risks throughout the entire process, completing basic tasks such as posting on-site signs and labels, reviewing drawings, establishing ledgers, and compiling operating procedures to a high standard. Before commissioning, on-site maintenance personnel rigorously conducted acceptance tests on main and auxiliary equipment, verified settings, and carried out preparations for power supply. They also conducted special acceptance tests and debugging of the one-click sequential control function to ensure that the entire process of quality control requirements was fully implemented with "zero equipment defects and zero commissioning errors", laying a solid foundation for the smooth takeover and timely commissioning of the substation.

The successful commissioning of Hengyang Substation is an important step by the company toward serving local development and ensuring energy security. It not only strengthens the 220kV main grid structure of Cangnan power grid, further enhancing the regional power grid's capacity and risk resistance, but also marks a significant step forward in Cangnan's construction of a robust and intelligent power grid. Moving forward, State Grid Wenzhou Power Supply Company will continue to promote the implementation of the "15th Five-Year Plan" for power grid construction, accelerate the construction of key transmission and transformation projects, continue to shoulder the responsibility of ensuring power supply, further promote the construction of a new power system, and continuously improve the inherent safety level of the power grid and the quality and efficiency of power supply services, providing stronger and more reliable power support for the high-quality economic and social development of Cangnan County.
